THE HAGUE, WILLEMSTAD – The Dutch Minister of Foreign Affairs, Bert Koenders has offered assistance with the negotiations between the Curaçao Government and the Chinese State Company Guangdong Zhenrong Energy (GZE) on numerous occasions.
Koenders made this offer to Prime Minister Eugene Rhuggenaath. This was the answer from the Minister of Kingdom Relations Ronald Plasterk to the Member of Parliament Andre Bosman.
Plasterk did not indicate what Rhuggenaath’s answer to Koenders was. Last May, Bosman asked several questions about the policies regarding the refineries in Curaçao and Aruba.
The Dutch MP launched a series of questions on the topic to the Minister of Kingdom Relations. Bosman wants to know what the Chinese and Russian influence could be on the refineries in Curaçao and Aruba. He also asked what influence the payment with crude oil by PdVSA will have on the refinery in Curaçao.
Minister Plasterk explained that the refineries in Curaçao and Aruba are refining heavy crude oil and calculates that 20% of this refined oil goes to China to pay the debt. The capacity to refine in Venezuela is important for the refineries in Curaçao and Aruba is important because the islands are strategically situated and are one of the few that can refine heavy crude.
Bosman also asked what the status is on the contact with the Prime Minister of Curaçao in regards to the Dutch assistance with the negotiations between the Chinese company and the government.
According to Plasterk, in a letter dated June 2, 2017, to the Prime Minister, Minister Koenders offered assistance the government on the topic of negotiations with the Chinese State Company.
Plaster indicated that there is the possibility of investment and GZE will have a major influence on the economy, especially on such a small economy of the island. On the long run, the return on investments together with the agreements made during the negotiations could have positive or negative influences on the financial situation of the island. Curaçao has not yet made a definite decision on the lease contract of the refinery, said Plasterk in his letter.
